Winning Solutions, Inc., is a woman-owned small business founded by proposal specialist Barbara Lovelace in Virginia in 1988.  We are a pioneer in the home-based, virtual business concept, with hub operations in the Washington, DC, Metro Area, and services across the country and at global locations from time to time.

Our one and only business is proposal development.  We deliver onsite and offsite services to an established and growing client base bidding on federal government procurements, usually in the information technology
